Actual rover (not lord arbiter/primer rover) would had died agaisnt fleurdelys if cartethya doesn't gave him (back) the aero element
Rover with spectro and havoc biggest feat (from what i remember) was to take down the dreamless ( a threnodian, i don't count jue cause he was weak from what i remeber and the threnodians and sentinels are basically the same in power)
Meanwhile fleurdelys was the resonator of the threnodian and a centinel at the same time
You could also argue that fleurdelys was weak cause she was fighting her own nature during so many time
